I was recently introduced to Spring Garden Chinese in New West. The dim sum is made in house from scratch. The restaurant is family run so you'll see their children around the restaurant, sometimes even helping out.

The ambience isn't very nice as you aren't getting a real 'dim sum experience' but the food makes up for it. Yes they accept reservations, the menu is in english and there's plenty of free parking.
